Masyarakat madani merupakan masyarakat berperadaban, memiliki kebebasan untuk menunjukan invovasi, kreasi, serta dinamika secara baik, memiliki etos kerja yang baik, mandiri, sejahtera dalam susunan keadilan serta atas dasar iman dan taqwa . Memelihara kerukunan hidup umat beragama tidaklah berarti mempertahakan status quo sehingga menghambat kemajuan masing-masing agama. Kerukunan itu harus dilihat dalam konteks perkembangan masyarakat yang dinamis, yang menghadapi beraneka tantangan dan persoalan.
